Have a phone hooked up to an answering machine. Set the answering machine to answer on the first ring and hook it up to an external speaker at high volume. If you detect somebody there just pick up your cell phone, call and leave them a message that will be broadcast for their benefit.

This reminded me eerily of Ferris Bueller's Day Off LOL
