From my understanding he didn't purchase the AR for his own use and planned on turning it over to authorities. In his words he purchased the AR to prove a point on background checks and how easy it is for someone to get their hands on an AR. He also purchased a hand gun which he said he had planned on keeping. Not sure of the laws out there but I thought you had to state the reasons for the purchase. And lying about those reasons was a crime. But I'm not up on that many of the gun laws in alot of states.No they have a waiting period of close to a month in CA so he didn't leave with it. Now is it a straw purchase, well not really as he was buying it for his use and not for someone else. Even if the purchase was to prove a point he still can't be charged with a straw purchase.
