As inceptor reminded me, "This is a test of the Emergency Broadcast System".

Didn't they change this a few years ago or implement something new? I know I've heard sirens after this a few times in my area.

All I know is how are they going to broadcast anything when an EMP hits?

They've probably got EMP-proof electronics, but if civilians haven't proofed their radios they won't be able to hear any broadcasts anyway.
I proofed mine by wrapping it in a polythene bag and kitchen foil like below, so hopefully it'll survive an EM pulse.

I was wondering the same thing. If an EMP hits will they ever be able to even send out a broadcast. And what good is a EMP proofed radio going to do if there is nothing out there to receive?

We can bet our bottom dollar that the government and military have EMP proofed their radios, for example simply storing them in a big tin shed would proof them
