anybody ever thought about hooking up an old non working water heater (obviously has to still be water tight) before your working water heater? Having the extra water heater not only would keep a lot of extra water, but should cut the cost of gas heating your water.

Have the water coming into your house hook up to the non functioning water heater, then have the working one behind the non working one. This will preheat to room temperature the non-working water heater, and make the working water heater work less. Our city water comes out at like 50 degrees and our basement stays a consistent 70, so that's 20 degrees you won't have to heat when using hot water, should end up saving you some cash for not having to heat those 20 degree! Plus you will have more hot water when company is there!

You read it perfectly right! I imagine it would work like a normal water heater, with the pressure pushing it through both when you pull open the faucet...I'm not sure though!
