To me, that would make sense if the pail had similar characteristics to mylar, regarding oxygen & moisture permeability. But they don't. That is why mylar is used on the inside, as it about the best barrier known for this use. Otherwise, you would see cheaper, polypropylene or polyethylene bags used on the inside. Somewhat similar to balloons. When using helium, the balloons are mylar as they are a superior barrier.
